What is "over" in step load pattern?

Hello,
I am trying to configure my test case to be more spread out so I am using the Over(s) setting to try and do so. In the example below I have it set to 120 seconds. However when I execute it, it seems like each VU is kicking off about every 25 seconds instead. Perhaps I am not using this setting properly. Please advise…

“Over” means that the 5-VU increment (e.g. from 5 to 10 VU) will be not Instant, but over 120s. It means that every 120/5 = 24 seconds a new VU will be created, which is what your activity diagram shows. If you need to add 1 VU every 120 seconds, then “Over” value should 720 seconds.
