I'm getting following error when trying to activate the license

It looks like your machine cannot connect to our licensing server. Your firewall, antivirus software or other network blocking means prevent that, or your machine in the offline.
If you cannot fix the connectivity, then you would need to request an offline license. This process is described in section Offline Activation on this page http://support.stresstimulus.com/display/doc50/Activating+License

I’d rather use online, so we can move it when we’re done with this project, for which we don’t have a date.
The firewall is off, and the “test connection” button says the connection to license server was successful.
Is there something else I should check?

If the “test connection” works , then issue is caused by your security infrastructure removing content from the activation/deactivation requests. Here's how you can troubleshoot it:
If any of these conditions break, then the firewall blocks the request. To resolve this issue, you need to get an unobstructed access to our licensing server http://licensing10.stresstimulus.com
Your network administrator can perhaps assist you to resolve it.
