I am trying to run a test with 10 load generators. But it adds the condition that I have to use a minimum of 10 users for ramp-up (should be equal to or more than the LGs) and 10 users for starting up the test. Since my application has a very complicated login, it is causing the concurrency in the test and increasing the login response time exponentially.
Is there any way to avoid the concurrency or reduce the ramp-up, like 1 or 2 users from 10 users?

It sounds like you require different VUs to log in at different times.
I would suggest inserting a Delay object https://support.stresstimulus.com/display/doc58/Delay before the login transaction with the following properties:
· Set the Delay type property to Random
· Set the Maximum delay property equal to the Step duration property in the Step load pattern (see screenshot below). That way, the VUs logins will be spaced out to their maximum extent.
