Iteration per user issue

We've purchased StresStimulus Pro, 2000 VU Full license, SKU 22-11-50-2000.
I've set up StresStimulus for load testing but there are some problems that I face. Could you please help in resolving the same?
I've configured the load test to use steady load of 2000 max VU with 1 iteration per user, without any think time and 50 starting threads. However, when I run the test I do not see 2000 VU sending one request each. The max VU load reached is just 67 and all of these users send more than a single request.
Shouldn't one iteration per user ensure that all 2000 users send one request each? Is there any other way I could achieve the same? The tests that I need to run require records to be inserted, retrieved and deleted. This scenario is required for delete tests where sending multiple delete requests for the same user would not seem relevant.
