Not creating all records during the test

I am trying to achieve is to run the test cases, in a loop or say continuously for say ‘X’ hours. What is the best way to set that up. I tried with 100 VU and set it to run for 1 hour. It finished creating 100 records in less than 10 minutes and I am not quite sure what it was doing for the rest of the 50 minutes. It did not create any records after the 100. I was expecting that it continues to create the records for an hour. Maybe the settings that I am trying is incorrect.
