I am not able to install the StresStimulus tool and getting the error "Another program is currently using this file".

Some program on your computer is locking StresStimulus installer. It is not a StresStimulus issue, but rather your machine software configuration issue.
It is likely caused by antivirus or other security software. Try to disable it or "white list" the StresStimulus installer. To determine which program is locking StresStimulus installer you can download a tool called ProcessExplorer from here https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
and follow the steps described https://helpcenter.gsx.com/hc/en-us/articles/115015880627-How-to-Identify-which-Windows-Process-is-Locking-a-File-or-Folder
Or contact your network administrator.
