HTTPS on mobile

I refer to steps provided in (enable SSL on the mobile device as described here http://support.stresstimulus.com/display/doc46/HTTPS+on+mobile+devices) to enable SSL on my iPhone, but when I open the browser and navigate to http://{StresStimulus_IP}:{StresStimulus_Port}/root.cer I get no response in my phone.
May I know how to enable this SSL on mobile?
