How to set up ramp up and down load

Would like to know the feasibility of implementing the below scenario.
We have one script with following flow: LaunchàLoginàRefresh to keep the session activeàShould exit from the application/stop test after 10 loops of refreshing.
- At the end of minute 1 we should have 10 users
- After 10 mins we have 100 users
- After 30 mins we are at 30x100 = 3000 concurrent loaded users and we stabilise for 30 min.
- All the 3000 users should be actively performing transactions.
- After 60th minute, user should gradually start exiting from system (Ramping down) .
