Can't open StresStimulus

I have been trying to open the StresStimulus tool but I have not been able to launch it. I tried to Run as Admin to open the tool as well but no luck. Can you please help?

StresStimulus is a single process application so only instance can be opened at a time. Before opening StresStimulus open task manager ctrl+shift+esc and check to make sure StresStimulus.Application.exe is not running. If it is running then right-click and select End Process. Then try opening StresStimulus one more time.
