Does the stress test run on the client or the server?  Also,  If it is the client, how is bandwidth managed?

StresStimulus tests application performance under load by emulating HTTP requests from multiple clients and collecting server performance metrics.  Therefore, just like web browsers, it should run on a client machine. If you do not want to use a client machine, you can install StresStimulus on the server, just like you can run web browser on the server. However, in this case you will have lower performance metrics accuracy because StresStimulus will compete for the server's CPU and memory resources.
 
On you second question: To simulate a specific Network type, StresStimulus injects a certain delay in each HTTP transaction, proportionate to the size of the request / response depending on the selected bandwidth. So bandwidth emulation works only to slow down your client/server connection from LAN to a certain level. It cannot be used to increase bandwidth.
